Russian State Duma Approves Outsourcing of Banking Secrecy and Client Data Without Consent

The State Duma has passed legislation in its second and third readings permitting Russian banks to transfer client data processing, including banking secrecy and personal information, to external IT contractors and cloud providers. No separate client consent will be required for such transfers. Only accredited Russian IT companies and banks holding a universal license that meet strict domestic control criteria may act as processors, with all servers required to remain inside Russia. Banks must notify the Central Bank of Russia in advance, and contractors must undergo audits by organizations licensed by FSTEC or FSB Russia. Special approval procedures involving the Central Bank, FSB, and Rosfinmonitoring apply to banks under foreign control. The law preserves banking secrecy while expanding the circle of authorized handlers under defined security obligations.

CryptoPro Develops CryptoPro-Browser with Russian Cryptography for FSB Compliance

CryptoPro is creating its own browser called CryptoPro-Browser as part of the CryptoPro CSP 6.0 cryptographic information protection system. The product will include built-in cryptographic tools, support for the company's plugin, and TLS connections using Russian cryptographic algorithms. The development follows Google's removal of the CryptoPro extension from the Chrome Web Store in February 2025, which left new users without an easy installation method. The project has been coordinated with the FSB of Russia and targets scenarios requiring compliance with Russian information security regulations. CryptoPro plans to incorporate experience from its earlier Chromium-Gost project started in 2017, while also recommending Yandex Browser as an alternative. Analysts estimate the development cost at several tens of millions of rubles, with the main focus on corporate customers needing certificate management and specialized support.

FSB Russia Certifies Rutoken Chip 3127 with Five-Year Cryptographic Key Validity

Aktiv has received an FSB Russia certificate for the embedded Rutoken Chip 3127 microcontroller under security classes KS1 and KS2. The certification followed additional research that extended the validity period of the device's private cryptographic keys to five years. The chip belongs to the Rutoken ECP 3.0 3127 product line and targets long-term cryptographic protection in servers, ATMs, workstations, tablets, biometric systems, industrial equipment, and IoT devices. It stores keys in non-extractable form, performs user and device authentication, verifies component integrity, and supports trusted boot processes by controlling executable code at each stage. Additional capabilities include data encryption, derivation of session keys, secure software updates, and protected TLS and VPN connections using the CRISP protocol that complies with GOST R 71252-2024. The chip incorporates hardware-level defenses such as voltage monitoring, protective layer detection, and dummy branch execution to counter physical tampering and side-channel attacks. Pilot deployments have already occurred, including integration into the OVISION biometric access control systems, paving the way for serial use in critical infrastructure.
